      The City of Shelby is one of the largest cities in Cleveland County, N.C., that serves a population of more than 21,000. The city operates through administration, finance, parks and recreation, human resources, information technology, purchasing and warehouse, planning and utilities departments. The City of Shelby provides a variety of business services, including building permits, zoning information, bids and purchasing and economic development.
